Cesar A. Sandoval is a Florida-licensed contractor and construction executive, serving as Founder and President of The Roofing General, LLC, a residential and commercial roofing and construction company serving Florida’s Treasure Coast and surrounding areas.
He earned a Bachelor’s Degree in Economics from the University of Miami and completed graduate-level coursework in Construction Management, equipping him with expertise in project planning, cost estimating, scheduling, and contract administration. This academic foundation, combined with real-world experience, allows him to manage projects with both financial oversight and technical precision.
Cesar also served as a Captain in the United States Army Reserves in Army Finance, where he gained extensive experience in budgeting, risk management, and operational planning—skills that continue to shape his disciplined, mission-focused leadership style.
He holds both Florida Certified Roofing (CCC1331769) and Florida Certified General (CGC1537925) Contractor licenses, enabling him to oversee roofing, structural, and multi-trade construction projects. Since founding The Roofing General in 2018, he has built a reputation for quality craftsmanship, transparency, and hands-on leadership. He also founded Petra Construction Group and Cesar Capital, an investment company focused on real estate and construction-related ventures.
